Do all fouls by defenders in the box result in penalties?

In association football (soccer), if a player commits a foul inside his own penalty box, does it always result in a penalty kick being awarded to the other team?Do all fouls by defenders in the box result in penalties?
Obstruction inside the box is only an indirect free-kick.

If there was an obstruction in the penalty box would you give a penalty or a indirect free-kick, plus if the goalkeeper was off his line when the penalty is being taken would you have it retaken if he saved it?

If there is obstruction in the penalty area then it would be a Indirect Free Kick but if there was contact in the process of a player trying to obstruct another player then it would be a penalty kick. If the keeper comes off his line before the penalty kick then it must be re- taken if the penalty is missed.

edit- obstruction WITHOUT contact is an indirect free-kick, otherwise it's a penalty.
A direct free kick is awarded to the opposing team if a player commits any of the following six offences in a manner considered by the referee to be careless, reckless or using excessive force:

Any foul on an opposing player that is called by the referee inside the 18 yard box is a Penalty, the only exception is a deliberate pass back to the Goal keeper which results in a free kick
