What's all this about Fifa and Blatter making the rules of football!?

FYI it is not FIFA or Blatter that makes the rules of football!

It is IFAB that has this authority!

8 members 4 are from FIFA and the other 4 are from England, Scotland, N.Ireland and Wales!

The four oldest football associations.

It's a British game and the British still control it!

Good thing or bad thing?What's all this about Fifa and Blatter making the rules of football!?

It seems, at least as regards goal-line technology, it wasn't the British part of the equation that was against it. (p.s. It's from 2008)What's all this about Fifa and Blatter making the rules of football!?
I don't think FIFA and Blatter are referring to changing the rules of football ... they are referring to ways to help the officials correctly implement the rules that are (were) created by IFAB.
