There are 208 countries that belong to FIFA. There are only 192 countries that belong to the United Nations. I would be hard pressed to find a country that doesn't play football. Many of the places that the person above me has named are not countries. The isle of man and the isle of wight are part of Great Britain. PEI is a province in Canada. Tortola and Virgin Gorda are part of the British Virgin Islands. So good luck in your search. Sorry i can't help.
