Actually I think they group Scotland and England, together they're part of the United Kingdom, so they just say football was invented in the UK.
the modern game of soccer started life at one of the big uni's cambridge/oxford when the rugby coach played a non handball game of rugby, ie kicking and running with the theory of improving the rugby game with the rugby rules.
most of the modern rules and regs come from the scottish game as what you read at (C)Ham(p)den Park,
apart from the penalty, that came from a Northern Irish goalie
so technically the modern game is scottish based on a english idea.

when the romans invaded england, the native english retreated to scotland and wales. therefore the scottish are more english than the english, so by your theory the english still invented football.
The problem is that there's a few versions of the game in history so when they converge they may claim to be invented by whoever. I did see a documentary that the first football rules were drawn up in Cambridge but that was before contact was allowed! England ruled football til WW1 at least and Scotland (or Queen's Park to be perfectly correct) invented the passing/moving game that we see all over the world. Also, Scots took football to Brazil, not England as been reported.
I watched in the news and they said that China invented football. English people made the rules and arranged it.
